Consultation on Changes to the Conditions of Recognition
A three-regulator public consultation on proposals to revise our respective Conditions of Recognition was launched on 2 August 2019.
A three-regulator public consultation on proposals to revise our respective Conditions was launched on 2 August 2019.
The consultation responds to feedback gathered through a number of reviews recently undertaken, including Qualifications Wales’ review of its Standard Conditions of Recognition and Ofqual’s call for evidence on the availability of fee information.
The consultation document can be found here.
A key change proposed by all three regulators relates to the Conditions about fee information awarding bodies must provide to purchasers. We believe it is important that the prices charged for qualifications represent value for money, are transparent to all users, publicly accessible and clear to the purchasers of those qualifications, such as schools or colleges.
Other proposals in the consultation include revisions to the wording of Conditions about the role of the Responsible Officer, as well as making requirements around notifications about a Change of Control clearer. We are also proposing revisions to Conditions about Recognition of Prior Learning and issuing results.
The majority of the proposed changes are designed to improve the clarity and structure of our rules, make definitions easier to access and bring them up to date, without changing the expectations placed on awarding bodies.
The consultation includes a small number of proposals for revisions to the Conditions of just one or two regulators. These have been kept to a minimum and in most cases occur where policy or legislative contexts mean alignment is not possible or does not apply.
Responses to this consultation should be submitted by 18:00 on 25 October 2019 using the online form that is available here, or by completing the form and emailing your responses to firstname.lastname@example.org.
We encourage and welcome feedback from all – members of the public, users of qualifications, awarding bodies and centres.
We will also be holding engagement events during September. Dates for these events will be announced shortly.
NOTE: We have made minor amendments to summary tables at pages 12 - 15 (revisions proposed by theme and by regulator) and at page 58 (proposed changes to defined terms). These amendments do not change any of our proposals set out in the consultation document; they ensure the proposals are accurately and completely signposted.
