We are seeking to appoint experts in both construction and building services under a contract for services to assist us in reviewing new qualifications that are submitted for approval by the awarding bodies. APPLICATION REFERENCE: QW192006


Qualifications Wales is the regulator of non-degree qualifications in Wales. As part of our strategy to regulate qualifications, we undertake reviews of qualifications in key sectors.

In February 2018, Qualifications Wales published “Building the Future”, the report on our review of qualifications in Construction and the Building Environment, which highlighted the need to reform qualifications in the sector. The sector is vital to the economy of Wales and has continually evolving priorities: it needs people with the skills to work with existing and new technologies and with new and traditional buildings. It’s crucial that the sector is supported by valid, reliable, manageable and engaging qualifications.


We are seeking to appoint experts in both construction and building services under a contract for services to assist us in reviewing new qualifications that are submitted by the awarding bodies.  Experts will use their knowledge, understanding and experience of:

  • teaching in School / Further Education (FE) / Higher Education (HE) or the workplace,
  • and/or assessment,

and of the construction and built environment sector. This work will ensure that the new qualifications:

  • comply with our regulatory requirements
  • will effectively meet the needs of learners and employers in Wales
  • promote public confidence.

There will be a Response template to complete to prove your competence against the criteria. We expect all contracts to be awarded by October 2019. Contracts will commence in the order of the dates that the proposed qualifications are due to be submitted by the awarding bodies for approval (currently estimated to be between October 2019 and September 2020).
